search index GUI is not an exe file. The GUI resides in an DLL. To open it you have to call it by rundll32

"C:\WINDOWS\System32\rundll32.exe" C:\WINDOWS\System32\shell32.dll,Control_RunDLL C:\WINDOWS\System32\srchadmin.dll
